Functions
The mandate of the Project Management and Monitoring Department of the Ministry of Finance and Planning is to monitor all the development work of the government with special emphasis to review the progress of the Foreign Funded Projects and Programs to ensure expeditious implementation of the government's development projects and programs.
Monitoring and review of the implementation of government policies, programs and projects.
Monitor the implementation of Foreign Funded Projects; the utilization of foreign aid and intervene to accelerate the implementation of development projects and programs.
Monitor the efficient and effective implementation of the National Budget.
Keep constant dialogue with the Project Directors, Department of Treasury Operations, Department of National Budget and Department of State Accounts to ensure cash flow requirements of the projects of the projects are met in an uninterrupted manner for the smooth implementation of projects.
Direct, encourage and influence the project Directors to expedite the submission of Reimbursement claims with regard to Foreign Funded Projects in a timely manner to facilitate the department of Treasury Operation and thereby ease the liquidity problems of the Treasury.
Take necessary steps to overcome the problem of low foreign aid utilization ratio and improve the overall foreign aid disbursement.
Keep close scrutiny of the 'Lead Projects' in the Public Investment Strategy and ensure expedition implementation to accelerate the economic growth.
Conduct ex-ante, on going ex-post and thematic evaluation of selected key projects and programs and provide feedback to the planning process.
Develop the maintain electronic development management information system (DMIS) for Foreign and Locally funded Projects and provide on-line access to the policy makers and development managers to facilitate informed decision-marking.
The department has set-up a web-based project monitoring system (PMS) to as part of its National Operations Room (NOR) to monitor the implementation of the development projects and programs of the government. The system will track the progress of sick projects and projects that are behind schedule, and provide alerts to take timely corrective actions. One of the objectives of the department is to accelerate maximum utilization of donor funds.
